Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Considerable effort is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by current data. From observation points, military aircraft that had been scrambled to intercept incoming cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably provided by Western nations. Every firing creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – almost certainly imported technology. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its target.
With pauses, this continued until dawn. Kyiv greeted the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new approach from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually win the battle. This cycle will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does little to discourage Russia, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the near future.
Opposing Positions
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its benefit.
Existing Situation
Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to internal issues. And although their task will now be much harder after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
